Just make sure that the surface of the hitch is grease-free and has dried completely before applying the paint. Remember that you can't paint over the corroded surface, as this will not last for long. If you want to make the color stay on longer and prevent rust from forming again, apply an oil-based paint within 24 hours after sandblasting the metal frame.
