Hi Sammie, Yes, this is the correct fog light bezel trim for your ATS submodel Cadillac 2013 to 2014. You have to remove the bezel cover to put a fog light for each side. Your bumper should have the provision for a fog light.

Hi Elbert, No, the fog lights are held by a separate bracket. These are just trimmings that goes on the side of the fog lights.
