Usually it's the intermittent shaft between your steering wheel and the steering yoke at the pinion attachment point. It is designed to fail to decrease the steering wheel intrusion during a frontal crash. There is a small amount of play in it which is inherent to the design but over time it can get more pronounced.
I repaired mine with some JB weld and it fixed it but ***FULL DISCLAIMER****
that's just me and my rig. I'd suggest having a drive train specialist check it out or take it to an authorized Toyota mechanic. It's a fairly common problem but can be repaired.
