Hi there,
It is possible that a weak or corroded ground wire causes the motor to lose power erratically even if it has been replaced with a new one already. Check for the ground strap or bolt near the wiper motor or in the cowl area. Clean the contact point from rust and re-tighten. You can also run a temporary jumper wire from the motor body to the battery negative to test if the ground is the issue. Test it with a multimeter, at the motor plug, and check for voltage while the switch is on. If the voltage is lower than the battery (12.4 volts), the wiring is at fault. I hope this helps!
