Yes, it’s possible the pulley could be the culprit, especially if it’s bent, cracked, or not seated properly on the shaft. A damaged or misaligned pulley can create loud whining or grinding noises that sound a lot like a failing pump. That said, the noise could also be from the power steering pump itself if it’s low on fluid, has air in the system, or is starting to fail internally. Since you replaced the pump a year ago but kept the old pulley, it’s worth inspecting the pulley for wobble or damage, checking belt alignment and tension, and making sure the power steering fluid is at the correct level with no air bubbles. Replacing the pulley along with rechecking the pump and belt could save you from further headaches.
