Symptoms like sputtering, cutting out, and not wanting to go over about 30 mph--especially with a new fuel pump and filter--often point to a restricted exhaust or a sensor input that’s forcing the truck into a reduced-power condition. A very common cause on these trucks is a clogged catalytic converter, which will feel exactly like it's running out of fuel and will severely limit acceleration even with the pedal floored. Another strong possibility is a failing throttle position sensor (TPS); if the TPS isn’t sending a proper signal, the PCM won't allow fuel and timing to increase under throttle. You'll also want to check the EGR valve--if it's stuck open, it can cause severe hesitation and bogging with little to no power. Even without a check-engine light, a weak ignition control module or coil pack can break down under load and cause this kind of sputtering. At this point, checking exhaust backpressure, scanning live data for TPS readings, and inspecting the EGR operation would be the best next steps.
