The white mist coming from your dashboard vents and the cool air from your heater are classic signs of a leaking heater core. The heater core is a small radiator inside your dashboard that warms cabin air (when it leaks, coolant gets vaporized and blown through the vents). Your radiator leak is likely draining coolant levels too low for the heater core to work properly, which explains the cool air. The icy condition under the hood near the A/C is a separate issue, possibly low refrigerant or a faulty expansion valve.
When you replace the radiator, have a mechanic inspect the heater core at the same time and flush the entire cooling system. It'll save you labor costs in the long run. Also, avoid running the heater until it's fixed, as breathing vaporized coolant is a health hazard. Have the A/C icing issue diagnosed separately for refrigerant levels and expansion valve function.
