Hi, Yes, this is the part that holds supports the bumper cover.

No, this does not hold the bumper to the frame. The bumper reinforcement (ARBM012502) is what actually attaches to the frame. This bracket attaches to the reinforcement and the Bumper cover(#D010344PQ)(the part one actually sees) attaches to this bracket along with driving/fog lights. The bumper actually consists of 3 parts going out from the frame, Bumper reinforcement (ARBM012502), Front Bumper Bracket (#REPD013501) (the part we are talking about), and the Bumper Cover(#D010344PQ).
