The bracket be should line up with holes in the fender. You would push up on the bracket and it pops into place. The bumper will line up with that seam between the fender and bracket and should also pop into place. Line up the front part of bumper first, then the sides.

Just slip it in the slots on the fender and tighten a screw/bold in the front holes to hold it in.
