The bumper cover did come primed with a black primer that is very close to the raw plastic color. There was a sticker that outlined the steps required for final finishing that resulted in a very good end product. No additional adhesion promoter was required.

When I received mine, it was just black in color like they used a black mold to make it. I believe the painters would scuff it then paint it.
