This new one will replace your old damaged or cracked bumper cover. This comes with the exact same OEM factory original specifications as of the original bumper.

No it does not go over it. You have to take the old one off. But if you mean it goes over the foam part behind it, then yes it fits ; given that the foam is not deformed and won't prevent a perfect fit.
