Hi, As per checking, this item does not come with installation hardware (screws). We suggest getting those locally through a local auto supply store. They sell them at most auto parts stores.

The bumper does not include fasteners. you need plastic rivet like clips to assemble. I suggest an online search for bumper clips specific to your vehicle.

I had to use the old screws but a few were missing so i used zip ties that worked just as good

Technically yes, the third generation spans from 1998-2004 with only minor changes in those years. While I can’t guarantee I would order this part to replace a 1998 bumper if it was my car.
