Replacement came quickly and was good. The one end had a slight wave or bow but worked and used nuts with washers to attach it to the bumper.

Upon checking, this does not come with the cut out since this is installed commonly either front driver or passenger side bumper location.

I bought one specifically because it does not have the cut out. I believe you can get the two piece type allowing for the front license plate bracket.

No. I think my OE part was cut by hand as well. Consider not all states require a front plate. EZ to cut though.
