Hi Joseph,
You do not need to remove the bumper to replace the bumper trim. All you need is a small flat head screwdriver, towel, and needle-nose pliers. Take the towel, and wrap it around your hand, start from the end of the trim on the side of the car, not the front.

Answered by Grace G. / Wed, Jan 27Yes, it can be removed without removing the bumper. You need a flexible extension for a socket wrench. That will allow you to get to the two screws that are in that hard to reach location.

As per checking, this item does not fit the 2019 Silverado 1500. This part is for the 2014-2018 Chevrolet Silverado 1500 instead.
