This is the complete steel bumper up above the bumper cover. I repainted my truck and it was a exact fit. Couldn’t believe the low price I got it for.

It’s the bumper. Not sure why it’s referred to as the upper bumper unless they’re talking about the body panel below that as a lower bumper

This is the bumper that sits below the grill. The bottom piece that holds the fog lights attaches to it.
