A simple answer is yes. If it is malfunctioning and you try to start the vehicle it will not start. The long answer is the switch when attached correctly completes an ignition circuit to the starter. its purpose is to make sure the motor is disengaged at start up so the vehicle doesn't lurch forward unexpectedly if it is in gear.

It's my understanding that it only affects starting and cruise control. As in you have to depress the clutch to start the vehicle and pressing the clutch will disengage the cruise control. I replaced on a f350 diesel.

No. It simply interrupts the starting circuit when the clutch is not depressed.
