The part that I ordered was not an exact match all holes did not match up and on original there was a part steel plate that was that was missing on the new part.

Definitely possible to install without having to remove wheel to access wheel well, hardware NOT included!!!! But i used random fender liner clips and held just right. Very lightweight package, would definitely recommend.
