I added some fog lights to my jeep with the same thing, no cutout but clearly a place they would go. We had to cut them out and then took a file to finish the edges. They look pretty pro to me. My dad had the same tging on his Dakota and we took a round holes saw that was the same size as the bezel and cut it out. It worked great. He hit a deet a few months later and the repair place replaced the bumper with the precut fog lights which was even better.

If I'm reading your question correctly, you'll have to cut the 2 circles out in order to install these lights within the bumper dam (plastic piece attached under your metal bumper). There should be some mounting holes on the bottom of your bumper to secure the lights.
