Hello! It definitely sounds like a fuel pressure issue, but I'm not sure if it would be the fuel pressure regulator or the check valve. Usually the check valve is easy to check and cheap to replace, so I would consider starting there.

Hello! With this regulator, fuel pressure should be 40.5 - 47.0 psi with ignition on, 30.5 - 44.0 psi while idling, 47.0 psi with return line briefly restricted.
