Upon receiving the unit ,,fuel pump & sending unit , I was impressed that they went the extra mile and soidered the electrical connections instead of just depending on the push on connectors.
Unit looks and preforms as the original .
My only concern is the noise created by the pump.
The new unit makes much more noise than ,the stock unit with 133k miles operation on it.
Doesn't bother me much in town ,,, but when in the back country ,it does give me cause for reflection.
I'm already hearing the "I told you so's" from some of my friends who recommended paying the exzuberant price for OEM parts.
Only time will tell.
The noise is the only reason I didn't give this item 5 stars throughout.

The gray wire which powers the pump is 5 volts. The voltage drop occurs because of resistance in the circuit that supplies the pump. The resistance could be in the connectors, grounds, or harness. A resistor or insulator prevents the flow of electricity in a circuit. Resistance can be caused by corrosion, fretting, and even air.

This fuel pump is guaranteed to fit the 1992 Jeep Wrangler (YJ) Base 4 Cyl 2.5L with a 20 Gallon Tank. The voltage you checked was on the busted fuel pump? That is why it did not reach 12 volts. No need to buy it just to check if it will run, here are all the specs of this pump - Flow rate [l/h]: 90; Voltage [V]: 02SKV214: Voltage [V] 12; Operating Pressure [bar]: 3,5; Fuel Type: Petrol; PSI: 90-110.
