Hi Steve, I'm glad to assist you. There are two adjuster screws at the back of the housing. Each of those screws adjusts upward and downward for the bulb focus. Hi, This does not need a ballast since this is a halogen type of headlight. The one that needs a ballast is the HID/Xenon type of headlight assembly.
