Hi Jon, I'm pleased to assist you. The Capa-certified and standard headlights are both brand new. CAPA (Certified Automotive Parts Association) was created by automobile insurance companies to oversee a test program guaranteeing the quality of aftermarket parts compared to original parts. CAPA parts are usually required for insurance purposes. Typically, CAPA-Certified parts are more expensive. Surprisingly, it does not apply here.
