Answered by Aldrin P. / Sat, Apr 02Hey Scott, not sure what you mean by the clear cover but if you are referring to the clear lens, yes. It is the total headlight assembly. The bulbs were kind of cheap and I swapped them out, but it was cool that it came with bulbs.
