I don’t think there is any lock which stops hydraulic to go down, might be issue with the installation or bad support set. Install one and check if it’s working, if both are bad then buy new one. Mine are working perfectly on Prius.

I bought the supports and took them to a repair shop. He installed both in about 2 minutes. That was about 4 months ago. They're working fine. Good luck!! HC, Chandler, AZ
