Hi Connor, I'm glad to assist you. Yes, the mirror cover cap is removable, the same as the original mirror. You can replace the mirror cap with your painted cap. As far as I can tell you’d simply have to tape it around it and pain that portion. Or you can purchase chrome covers from several venders. I simply left mine as it is, you’d be surprised what people don’t even notice. But no it doesn’t come apart.

Yes, this is a basic powered mirror. This has the wiring from the inside or with a socket connector you can plug in the socket wiring coming off the door panel. Simply install, then plug and play.
