Terrell, it is metal and of thicker gauge than the OEM panel. I found it easy to fit the panel using many of the techniques you can find on YouTube showing the panels replacement.

Welding is the preferred method but I suppose you could use body panel glue if you leave some overlap. No guarantee how long it would last though. Then you wold have to mud and block it or use seam sealer.

It could with some modifications, but you should cut away the old rusted panel. It really is not that much big of a deal, but you really should cut away all of the old rusted parts.
