Loaded strut, yes, but does not come with lower bolt hardware. Comes with bolts to secure the top but not the bottom. Make sure your old bolts are in useable condition. Was an off brand, but seems to be holding up well. Is a good choice if you can’t afford the higher end Monroe struts. Also, no core return on this.

Based on the website, the lower bolt hardware is indeed not included on the package. The item is actually sold individually.
