Hi, The step bumper with towing package comes with the built in hitch receiver built in as a whole assembly that also serves as the main bumper bracket to be mounted to the rear chassis frame. The non-towing step bumper simply is not designed for towing and does not have the built in hitch receiver on the bumper bracket unlike the 1st one.
