Hi Timothy,
This item does not have a circuit board. It comes with the necessary bulbs, bulb sockets, and wiring pigtail ready for plugging into the main harness.

Yes, the harness comes with the lens. It worked just fine with my 2006 Dodge Grand Caravan SXT. My old tail light also had the small circuit board that you described.

This tail light is a complete assembly already with lens, housing and bulbs already. Once you receive this part, it is a plug and play and to be used straight away.
