Hi David, I'm glad to assist you. No, it is not painted black. We do not paint (most of) our body parts and only ship them primed or with a textured finish. We suggest having it painted locally so the auto body paint shop can correctly match the shade of your paint. It only fits the passenger side. It is guaranteed to fit the 2008 to 2011 BMW 128i (for models without the M Package and Aero Package) and 2008 to 2011 BMW 135i Base (2-door Coupe).
