Hi Dave,
Yes, to mount the is lower valance it could be screws, grommets or locking plastic pins depending on the vehicle make and model. You have to buy that locally which is actually a common part for most lower valance panels or spoiler. We do not carry that mounting hardware.

The part has tabs that fit into slots already in the bottom of the bumper. Also has two screws. One on each end.
