No, mine did not come with that hardware bracket that the cable for the E brake attaches to. You really don't need that if yours isn't broken, you should be able to reuse the one in the drum.

To best answer your question it would replace your old drum breaks with new ones but if it has to do with replacing any parts linking to a manual hand break or emergency break to engage the breaks then no you would have to separately buy any hand break or break link but if you already have your stock break links to engage the rear breaks then these breaks will still function

No. It only comes with the parts specifically for the brakes. The springs, pads and drums.
