The original part had bolts that could not be removed, and this one didn't come with any, but replacements are easy to get at Lowe's. Getting the top bolts (the ones that go through the bumper itself) to tighten all the way was a major pain; I think it's because the threads on top were painted.

The rating of 2 stars for “Ease of Use/Installation” is basically because the new brackets have different nuts welded onto them requiring new bumper to bracket bolts. Otherwise all is well!! The bracket to chassis holes align just fine and one can use the original bolts. On the other hand the bracket to bumper interface uses a different bolt size (thread count) so be prepared to possibly use new bolts.
