Hi Israel, The lower bumper is textured black, no need for painting. The upper bumper is primed (ready to be painted). A primer or undercoat is a preparatory coating put on materials before painting. You may reach out to your local autobody parts shop to have the part painted so they can match the color of the vehicle or the shade of the paint.
