Yes, it is the filler in between the upper front panel header/grille and front bumper cover. This is primed and paintable to the color of your choice.

Yes. Well, not so much a filler IN the bumper as the narrow plastic strip that fills the space between the front bumper and the bottom of the front panel.

It's the piece that goes between the bumper and the grill. I replaced mine on my dad's 89 Chevy Caprice Classic. Over time, they dry rot and break off in pieces. Good luck!
