Hi David, I'm pleased to assist you. No, the two bolts you see in the picture are not the bolts you need to attach to the flange. They are the bolts that hold the catalytic converter substrate in place inside the housing. The flange bolts are longer and have a larger head than the substrate bolts. Make sure to collect and clean the old installation hardware (flange bolts) as you can reuse them or take them as a sample to an auto supply store and purchase them locally.
