Hi, Thank you for reaching out. Yes. A bad clockspring affects the throttle position sensor because they share a ground. The TPS receives an electrical spike which causes rough idle and stalling. This item fits the 1997-2000 Jeep Wrangler (TJ) originally without cruise control. We only guarantee fitment based on our application guide. If another customer has done a retrofit, hopefully, they can provide more information.
