Occurrences like that would be more on the side of the ones who did the paint job and not on the hood per se. This hood is already primed and ready to be painted. A primer or undercoat has been applied as a preparatory coating put on materials before painting. Priming ensures better adhesion of paint to the surface, increases paint durability, and provides additional protection for the material being painted.
