After checking the voltage output of the relay I found it to be bad so I ordered a new one and it solved my start up problem in the cold wheather. I had a code reading of 1670 on my 7.3 litter diesel truck, and I couldn't afford to take it to a dealer to fix, so with a little exploring on the internet I found some helpful hints on what the problem could be, and walla it is fixed.
