Hi Richard, I'm glad to assist you. Yes, it is pre-filled with a certain amount of oil. But, manufacturers recommend that you drain the "shipping oil" and refill with "proper PAG oil" upon installation. The other purpose of the added oil is to protect the compressor during its stay on the dealer's shelves, retailers' stores, and in the course of transport.
