Hi Jacob, I'm glad to assist you. Yes, it is. But, manufacturers recommend that you drain the "shipping oil" and refill with "proper PAG oil" ahead of installation. The other purpose of the added oil is to protect the compressor during its stay on the dealer's shelves, retailers' stores, and in the course of transport. Once installed on your vehicle, that is when you will start to begin to charge the a/c compressor with the proper freon. Have it done by a certified mechanic or trusted local repair shop.
