As per checking, this item does not come with installation hardware (bolts and clips). We do not sell them, we suggest getting those locally through a local auto supply store.
Yes, the lower part of the bumper (air dam) is called a valance.

Answered by Grace G. / Mon, Jan 11I found the original OEM clips to be weak and pop out easily. I used inexpensive nuts, bolts and washers from the hardware store. They are much stronger (and cheaper) than the original clips.
