These are OE (Original Equipment) aftermarket replacement exactly matching the factory specifications to conform with the quality standard of the OEM manufacturer. The Certified Automotive Parts Association (CAPA) was created by automobile insurance companies to oversee a test program guaranteeing the suitability and quality of automotive parts. However, for the non CAPA, keep in mind that being non-CAPA certified doesn't necessarily mean lower quality. The parts are just as good but the manufacturer chooses not to pursue CAPA certification in order to cut costs.
