The bumper end cap is a plastic molding at each of the steel bumper. This item has holes or provision for the bumper end cap.

On Ford F450 and F550 there is a verticle plastic piece on each side on the very end of the bumper pointing towards the cab..
New bumpers do not come with them - they are an additional piece - however, the bumper has holes to accept the end caps

On some models, there are plastic protectors added on the ends of the bumper. There are also plastic step treads sometimes added at the top of the ends. Depends on the original decisions when the vehicle was purchased.
