Hi Gavin, I'll be glad to assist you. Yes, this will fit perfectly on your Jetta. Code P0240 is for the turbo system. Catalytic codes generally show as P0420. As for the emissions, we're still allowed to ship federal converters there. Please check with the local authority to see if they will still pass your vehicle if it still has a federal converter.
