I believe that's why my light came back on is that the catylitic converter is only for federal emissions not California emissions

Check the Vehicle Emission Control Information sticker, usually found underneath the hood, to see if it matches the emission control specifications. Federal emissions (46-state) stickers will simply say, "This vehicle conforms to U.S. EPA regulations," whereas California-emissions (50-state) vehicles will say, "This vehicle conforms to U.S. EPA and State of California regulations."
