Hi Terry, thank you for reaching out. It is because it is not legal in that state. You state has confiormed to Calafornia's emissions so you need to buy a 50-state legal converter, or you will not pass emissions. Have a good one!

Hi Terek,
This part fits the 2013 Chevrolet Malibu Eco 4 Cyl 2.4L that has Federal type emissions. Please check the Vehicle Emission Control Information sticker usually found underneath the hood of the car to make sure the catalytic converter matches the car's Emission label specifications.
