Hi, I'm glad to help you out. This is a door lock actuator for the rear driver side door of the 2009 to 2016 Ford Explorer or Lincoln MKS. The step rails you are mentioning is the running boards if I was understanding you correctly. Those 2 parts are actually not connected or related. I apologize if I can't answer you correctly.
