Hi Michelle, I'm pleased to assist you. When a fender is primed, it does not necessarily mean that it is already black. Priming a fender is a preparatory step before painting, and the primer used can be of various colors, not just black. The purpose of priming is to create a smooth surface for the paint to adhere to and to enhance the durability of the paint job. Therefore, even if a fender comes primed, it may still need to be painted with the desired color, which can be different from the color of the primer.
