Hi Andrea,
This would just be the steel fender. The fender liner or also called fender splash shield is separate. you look up that one and add to cart to include that with this fender order.

It does not come with the plastic undercarriage. That will need to be purchased separately. However, this fender fit perfectly and was the best price I could find.

No it does not.
You are referring to the fender liner I believe which is sold separately for relatively low cost. If I’m not mistaken I think it was around $10.
